The guys credentials look good, if he can be convinced this is worth trying, it might go a long way in getting the President and Congress to consider it.

Could these observed forces somehow be related to the POPS effect? I realize both are rf based, could this research along with the POPS research taken together tell us more about how rf fields interact with plasmas at a more fundamental level.

Does this rule out WB-7 working in continuous operating mode?The only way the coils can cool is through the leads, which is real slow. The cure is real simple: make the coil pulses as short as you can and monitor the temperature in the coils by measuring their resistance. Works like a charm.
I think the risk of proliferation could be mitigated by proper independent oversight. I would think the IAEA would be capable of monitoring fusion facilities to ensure the reactors were not used for this purpose.

I hold great hope your speculation turns out to be correct. The fact energy issues are getting so much press lately could certainly work to our advantage, what better spotlight than a presidential race. Framing the situation in that context really puts an amount of pressure to have WB7 be completed ...

Actually I think it's a great idea. Several years ago when Enterprise was canceled a fan group raised millions of dollars just to try and keep the show on the air. If you can form the right message for that group I think there would be money to be had.
