That seems highly unlikely. How much the permittivity goes down with voltage is really the only thing under dispute, and here we are talking about orders of magnitude, not something that might be confused with noise.

All this boils down to either they are very lousy fraudsters or they think they have something real...

Manufacturing is just an engineering issues.

If you have a 90% reject rate, "just an engineering issue" doesn't quite hack it.

LM is not the only evidence, but none of it is truly solid. I just feel it adds up to something, but could well be wrong.

I just skimmed the pdf file. Not obvious why a lot of these experiments were done, unless it was just curiosity to see what happened. It did show that Carl Nelson has worked in areas like the EESU for a long time and has considerable scientific knowledge.
