Does the "cost" take into account the issue that as your field resolution gets finer, the time-step needs to get smaller too? Having smoother fields lets you step longer. Not to mention that some encryption techniques are also vulnerable to man-in-the-middle attacks, which is exactly what a satellite could serve as. The military would need another communication system under their own control anyway to be immune to that type of attack.

Yes it would have to be a pic code. But using spherical symmetry makes it simpler, and needs fewer particles, than if you attempted to use all 3 dimensions.
