RPM is actually immaterial. It is tangential velocity that matters. The tangential velocity is limited by either the specific velocity or the characteristic velocity depending on the strong direction of the fly wheel. Currently, flywheels are only used on the grid for fequency regulation. They are just too expensive for anything else, unless ubidized to a fair-thee-well.

Most modern flywheels are made with fiber reinforced plastic, and when tey fail they usually just puff up into a mess of delaminated fibers.

I'm sure you've seen one of the many such speculative calculations into how many times a booster must be re-flown for the savings to make sense. ULA says 15, which is probably high. but if it's not more than half a dozen or so, then the savings are probably minimal at best. Few of these costs go aw...

Single Transferable Voting is not incompatible with Full Option Voting. You can implement Full Option Single Transferable Voting quite easily.

When I was part on the system, lasers were looked at as point defense against missiles and against unsymmetrical attacks like speedboats with heavily armed terrorists or pirates. Offense was not on the table.
