Mostly speculation, but if you need mm precision and accuracy. Then the wavelengths of the radio signal needs to be perhaps 1/2 that length(or with phase shift measurements perhaps several mm wavelengths would serve(?). GPS is all about the clocks. The atomic synch clocking is how the trangulation is determined.
