I am sure that development of indigenous rocket/missile program is possible to any nation even without any external help. At least Germanys developed FAU-2 independently. Yes, there is a big difference between Iranians and Germanies. But in any case that will be only time and money issue. If you have steady intend, you have solid budget, you can train some quantity of people and, so, can develop the program.
The main information can be taken from open sources, some experience can be got during the work, experience of others would be very helpful and e.g. many Russian engineers are available for them at not big expenses. As Russian military industry suffers big problems and many skilled people are not have job.

Let's just look at the "Protest" in New York City.
So, about 500 (claimed) people showed up for a large protest in the largest city in the United States. To put that in more clear terms, there are currently almost 18 Million people living in the greater Mahattan area (New York City and surrounding zones).
So, 500 of them decided to launch a 'major' protest against war with Iran. I would hardly call that major. In fact, I would call it a line waiting to get into a theater show at best.
Dude, nobody noticed or cared. Everyday across America some folks get out some signs and 'protest' just about anything you can think of. Mostly, nobody notices. It is called freedom of speech. Something you don't really have in Iran.

500 people amounts to statistical noise, my point is, coming from a country that borders on the US, you only want them to notice your country when its something pleasant. You don't want a country with that much firepower to notice your country for the wrong reasons. As example, just the national guard for one American state bordering on my country has half the firepower of the entire Canadian Armed Forces! Multiply that by 50, and remember thats just the local militia.
