this was mentioned in a scientific paper and this fellow decided to replicate the results. He found he could create the plasma on most surfaces he tried even though the original researchers used something kind of exotic. Oil didn't have the plasma effect visibly at least. Water jets seem to work the best.
The water jet quickly degrades the surface of the targets he chose and this has an effect on the intensity of the plasma light. He didn't try harder materials like sapphire or diamond.
