The Divertor Tokamak Test facility (DTT) is a superconducting tokamak costing 500 M€ to be built in Frascati, Italy to develop divertor technology for DEMO. The construction is set to start in November 2018 and it will take seven years to complete the device. The tokamak is 10 m high and has a 5 m radius.

So, are these 7 years to "develop the device" part of the planned time for ITER development/construction, or is this in addition to it?

The DTT targets DEMO, so my understanding is that the schedule of DTT construction is independent of the ITER schedule.
