Does that mean you could have the polywell magnetics outside the vacuum chamber??????

Why would you want to? The electron recycling is one of the major loss reduction features so you need to allow the electrons beyond the magnet without running into the chamber wall.

What might be interesting is using a hose to conduct the alphas out of the chamber to a direct conversion device.
