Yep, the government intelligence agencies have always been behind the drug trade.

Reminds me of my first week in high school, big party in the gym for all the new 8th grade high school kids. We're all sitting in a huge circle against the 4 walls of the gym. Right in the middle of the party, all the teachers calmly walk out the south gym entrance. Then a drug dealer calmly walks in the north gym entrance. He lights a bong and it gets passed around in a complete circle, less than 5 out of maybe 200 decline taking a hit on it(including me). Then the dealer calmly walks out the north entrance. Less than a minute later the teachers all calmly walk back in the south entrance acting like they were never gone. No way the school staff weren't in on it.

If you watch enough of documentaries about drugs in the 60's/70's, you can see the same pattern. Parents/teachers/cops pretending they didn't know what was happening right under their noses.
