You think it only applies to the drug issue, but it occurs all across the spectrum of their interactions with the public.
No I don't think that. What I think is that Prohibition (alcohol, drugs, whatever) makes it much worse. And what do those Prohibitions do that exacerbates every thing?
Everyone is a suspect.

The report attributes the police problem to the lack of professionalism. Well we have professional police and the problems have returned. Prohibitions do something to police. And it is obvious: Every citizen is a suspect.
And what else? Anyone involved in the dope trade is evil incarnate. You can tell that because murderers get lighter sentences. So what happens when everyone is suspected of committing great evil?
What we have is a witch hunt on massive proportions. A very great evil is being done. And worse - it was done for political purposes. Alcohol Prohibition was done in part to go after Democrats. They organized in saloons. Drug Prohibition was Nixon's way of going after Democrats and hippies.
That is two in a row.
So you have to ask yourself - what is it about Republicans that makes them want to do politics in a Stalinist fashion?
And the Democrats? Well they have their own Stalinist methods. CO2 is a poison gas. Plant food is poison?
But the Republicans can not counter that well unless they give up their own Stalinist tendencies.
Confess. Repent. - then let us join together and go after the Stalinists on the left.
And for God's sake - smaller government - across the board - no exceptions.
