This is a U.N. action, one where the U.S. is not even taking the lead, just providing support. Discussion of the constitutionality of participating in such actions would have to not ignore this and previous history of such actions. As far as I'm concerned, the House has already produced results: they passed a bill repealing the Health Care Act. It doesn't matter (yet) that it won't pass the Senate, or that the President will veto it if it does. All they have to do is stick to their guns until 2012, when 1/3 of the Senate is up...
