Since, the plasma is fairly close to electrically neutral throughout, your going to have electrons close to the ions... Unless, the plasma is "banded" where you alternate layers of electrons and ions like a lasagna. Course I have no idea what I'm talking about. Is it possible to setup standing waves...

Not twice the speed. Sure the charge to mass ratio is double so the energy per mass is double, but doubling the energy does not double the speed. Increases it by about 1.41. Of course that assumes concrete. If the neutrons get thermalized with a water jacket of 6" or 8" and then absorbed with elemental boron or a borax sludge it could be thinner.
