A lot of these things are already happening here. They dont particularly help much. Government created jobs are usually a bad idea. Lots of money for very little actual work done. It is better to get these people an education. That way they will find better paying jobs which will enable them to pay...

That's a lot of jobs to create for the government, and I don't think they're particularly good at it.
