Please be careful in your terminology. Just because something is "unclassified" doesn't mean it is not "sensitive" and thus freely available. There is something called "Controlled Unclassified Information" that includes limitations on who can get what information without someone's permission, typically a rather highly placed someone.
One of the big reasons something can have it's distribution limited is due to a proprietary nature. Another is due to arms export control. Distribution statements are often used to control UNclassified info.
