Who or what department decides the personnel that are to be on the IEC fusion review panel to oversee the results. From what Bussard says, there are few and far between those that actually understand, and have an in-depth knowledge of the theory and design which his polywell fusor employs.
But does that even matter? Fusion rate is fusion rate... regardless of what method of fusion is actually used. All the review panel has to do is figure out what kind of fusion sensor was used in the past, and force the same kind of sensor to be used on the polywell machine so that the comparison is done "apples to apples"... or so to say.
