Are you talking rocket shielding or earth bound reactor shielding?
For earth shielding concrete is cheap and effective. Figure roughly 8" per factor of 10X reduction (conservative.).
So 8 ft of concrete = 1E12 reduction in flux (about the same for gammas and neutrons).
