They didn't say which set is the trouble, but since they want them small, I doubt they're the yaw bearings, which are really the only set unique to wind. Sounds like they just cut their margins too much and now are paying for it.

Well actually you are paying for it. In fact there are quite a few things government does that don't work that you get to pay for. Surprisingly there are some folks who are happy to pay. At least for what they want. What makes them unhappy is paying for what the other guy wants.
