A BFR (sort of compliments RBF) would make a nice power source for a floating city.

Every knowledgeable review I've ever seen of the ATO concept has been highly critical. I'd put more credence into Wang Guns.

I don't know the exact details or where they are on the internet, but this method was determined to be insufficient to reach orbit and has been discontinued.
