There was a brief period about thirty years ago in B.C. where police were using choke holds for restraint, they were banned after several very ugly incidents. I remember seeing a photo of a police car with the window kicked out from inside by a guy who died trying to get out of a police choke hold. The problem is the police can say 'do not resist' all they want when they've got their arm around a persons neck, but the basic human instinct is the opposite. The sooner choke holds are banned the better, more deaths will occur until they do.

The operations supervisor I worked with for years had extreme claustrophobia, so much so that he became completely irrationally panicked when restricted in any way. He told me if the police ever, ever, tried to handcuff him they would likely end up killing him. Really nice, smart guy, he could bench press 450 pounds, he was also black. The point is that police have no idea who they are dealing with and any encounter with a person for whatever reason can end in tragedy, choke hold or any restraint.
Those who dismiss 'collateral' tragedies have been blinded by their hubris and loss of contact with their own humanity. There really are other ways to deal with people where tragedies are avoided. We are not farm animals, animals that must be protected from ourselves 'no matter what the cost?!'
