As far as the shielding question for a rocket being only for manned missions. We were working on an unmanned mission nuclear fission ion rocket to Io, Ganymede, and Europa. Shhilding was still required to protect the materials in the reactor control system, energy conversion system, radiators, science packages, and most of all the brains (electronics computer and memory) of the spacecraft on the way out there (12 years). However, going to Europa, Io the brains were going to get fried before you could leave the last moons orbit from Jupitor's radiaton, so the craft would eventually end up on that last moon.
